Ramkarpal to table IPCMC Bill with 37 new amendments tomorrow
The Independent Police Complaints and Misconduct Commission 2019 (IPCMC) Bill which has been referred to the Parliament’s Special Select Committee will be tabled tomorrow with 37 new amendments.
Minister in the Prime Minister’s Department Liew Vui Keong said the tabling will be done by the chairman of the Special Select Committee on Bill Considerations on the IPCMC, Ramkarpal Singh (photo), with 13 additions and 24 amendments before the act is referred to the committee.
“Tomorrow, Ramkarpal Singh will take the motion to the Dewan Rakyat sitting and if it is accepted by the Speaker, the bill will be open for debate.
“After the debate, and if it is accepted by the Dewan, Ramkarpal will wrap-up and if the decision is positive to accept it, then I, on behalf of the government, will accept the motion and continue with the clauses,” he said at the Parliament lobby today.
He added this was the first time in history that the Chairman of the Special Select Committee was tabling and wrapping-up a Bill as this was usually done by the minister or deputy minister concerned.
He hoped more Members of Parliament will take this opportunity to debate the bill to ensure the views of the people are voiced out.
Last October, the IPCMC 2019 Bill was referred to the Parliament’s Special Select Committee to be discussed more thoroughly before taken to the Dewan Rakyat.
The decision was made by Dewan Rakyat Speaker Mohamad Arif Md Yusof after Liew clarified the law was not being formulated in a hurry to show that the Pakatan Harapan government appreciated every view made by the MPs.
The IPCMC 2019 Bill was first tabled at the Dewan Rakyat on July 18, and will replace the Enforcement Agency Integrity Commission (EAIC) to improve the integrity and capabilities of the Royal Malaysia Police.
The IPCMC will act as an independent monitoring body to receive complaints and conduct investigations on the misconduct of the police force.
